Ha Noi (VNA) – A recent survey by the Institute of Workers and Trade Unions under the Viet Nam General Labour Federation has showed that FDI enterprises are facing risks of workers’ strikes due to negative labour relationship.
Close to 80,000 surveyed employees working at 60 FDI enterprises in localities like Ho Chi Minh City, Dong Nai, Binh Duong and Ba Ria-Vung Tau in the south and Ha Noi, Vinh Phuc, Bac Ninh and Hai Duong in the north, revealed that most their collective labour agreements were made to show their formalist form.
Director of the Institute of Workers and Trade Unions, Duong Van Sao, said the agreements do not contain many issues that have been implemented like food, vehicle and housing expenses.
According to the survey, 90 percent of employees in FDI enterprises had signed labour contracts but most of them are fixed-term contracts, and 14 percent of surveyed enterprises buy social insurance for managing staffs and foremen while the majority of workers, particularly unskilled workers, do not have access to this regulation.
The survey also shows that pay increase for workers in FDI enterprises is still low as many enterprises draw up 40-level payroll for them to climb. Meanwhile, they have to work under high pressure. Many FDI enterprises increase working time and shifts for workers but seriously violate the regulations on paying overtime wages.
It is necessary to raise worker’s awareness on labour law as well as to conduct more inspection and supervision on the enforcement of legal regulations at enterprises, experts say.
They also pointed to the need to improve knowledge and skills for labour union cadres in negotiation with employers.
Authorised agencies should draw up concrete regulations on salary increasing and the gap between pay levels in the payroll at FDI enterprises, and make policies to support and create favourable conditions for enterprises to build accommodations for low-income workers.
According to the Ministry of Labour, War Invalids and Social Affairs, there were more than 1,290 strikes across the country between 1995 and 2006, of which more than 75 percent were made by workers from FDI enterprises.-Enditem | |
