New cabinet to have five Deputy PMs

Ha Noi (VNA)- The number of Deputy Prime Ministers is expected to increase from three to five for a new cabinet which is under discussion at the National Assembly while the number of ministries is likely to dwindle down by four.

Prime Minister Nguyen Tan Dung proposed for the cabinet reshuffle at the NA July 30 morning session, with one permanent Deputy PM, one Deputy PM doubling as Foreign Minister, a Deputy PM to take charge of economics, the other on culture-social affairs and one Deputy PM in charge of the central Anti-Corruption Steering Committee.

The current Government has three Deputy PMs with Nguyen Sinh Hung holding the permanent position, Pham Gia Khiem doubling as Foreign Minister and Truong Vinh Trong, who is also Deputy Head of the central Anti-Corruption Steering Committee.

Under the PM’s proposal, the number of ministries and ministrial-level agencies will be reduced by four to 22. He proposed for the merger of the Ministry of Fisheries and the Ministry of Agriculture and Rural Development into the Ministry of Agriculture and Rural Development as well as the Ministry of Industry and the Ministry of Trade into the Ministry of Industry and Trade.

The Committee of Physical Training and Sports and the General Administration of Tourism should join the Ministry of Culture and Information to form the Ministry of Culture, Sports and Tourism, he said.
He asked that the Committee of Population, Family and Children should be dissolved and its functions would be carried out by relevant ministries.

The Ministry of Information and Communication will be set up on the merger of the Ministry of Post and Telematics and the press and publication sectors of the current Ministry of Culture and Information while the Ministry of Natural Resources and Environment will take additional responsibility of state management on sea, thus having its new name as the Ministry of Natural Resources, Environment and Sea. In short, the new Government will consist of the Ministry of Defence, the Ministry of Public Security, the Ministry of Foreign Affairs, the Ministry of Home Affairs, the Ministry of Justice, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, the Ministry of Transport, the Ministry of Construction, the Ministry of Natural Resources, Environment and Sea, the Ministry of Information and Communication, the Ministry of Labour, War Invalids and Social Affairs, the Ministry of Culture, Sports and Tourism, the Ministry of Science and Technology, the Ministry of Education and Training, the Ministry of Health, the Committee of Ethnic Minorities, the State Bank of Viet Nam, the Government Inspectorate and the Government Office.

PM Dung made clear that the move aims to gear the Government mechanisms into a unified and modern system with perfect structure.

The newly-streamlined Government will have to fulfil its role as the top State administrative agency and perform all State-entrusted duties, ranging from economics to politics, socio-cultural affairs, national defence, security and external relations, said the Government leader.

His proposal received strong support from the NA Legal Committee after gathering opinions from legislators.

On behalf of the Legal Committee, Chairman Nguyen Van Thuan delivered a report, asking the Government to further clarify responsibilities and duties for ministries and ministerial-level agencies, especially on issues which are complained of overlapping State management.

The reshuffle move would have to undergo group discussions in the afternoon session before it is officially approved.-Enditem
